On July 4, 2010 the shores of Barangay Talibayog in the municipality of Calatagan were covered in a black sheen, marred by an oil spill which is suspected to have been intentional and possibly came from a cargo vessel that passed the municipal waters. Then on July 13th Typhoon Basyang (Conson) hit without much warning from PAGASA. After the storm I inspected our property and along with the numerous trees which were felled, there was an oily sheen on the surface of our lily pond. I just found out that there was an oil spill dispersant used, but only 160 liters. The clean up included one (1) Oil Spill Response Team (OSRT) and the unit’s Science Technical Team (STT) aboard one (1) MEPCOM Boom Truck with the following MARPOL equipment: two (2) sets generators, three (3) pressure pump sprayers, three (3) sets power packs, four (4) packs sorbent pads, one hundred sixty (160) liters OSD (oil spill dispersants), one (1) sprayer arm with hydraulic hose, twelve (12) pcs. hardhats, twelve (12) pcs. rain coats, fifteen (15) pair boots and fourteen (14) personnel. The oil spill has since been contained but unfortunately the newly-planted mangroves on shore absorbed the oil and are expected to die quickly. Fishermen are worried because they have had no catches because of the oil spill. Residents also complained that they are having difficulty breathing due to the strong smell of the spilled oil.
